Birthright Citizenship

A proposal to change long-standing federal policy and deny citizenship to babies born to illegal immigrants on U.S. soil ran aground this month in Congress, but it is sure to resurface — kindling bitter debate even if it fails to become law.

Two illegals does not make a legal.

The historical record clearly shows that the Congress did not intend for the 14th Amendment to confir citizenship on the children of aliens.

But why is the phrase "and subject to the jurisdiction thereof" in the Citizenship Clause enclosed within a PAIR OF COMMAS, with the first comma placed before the coordinating conjunction "and"?
